If you throw rubbish from your car or van, you could face penalty points – and even lose your licence – under the government’s tough new crackdown on fly-tipping.

Drivers who dump rubbish from their vehicles onto the road could soon risk losing their driving licence as the government considers tougher penalties to tackle fly-tipping across the country.

Under new proposals being explored as part of the upcoming Waste Crime Action Plan, motorists caught illegally dumping waste could receive penalty points on their licence – potentially leading to disqualification if they continue to offend.

Fly-tipping has long been a problem on Britain’s roads and in local communities, with most fly tips being around the same size as the back of a small van.

Officials believe linking fly-tipping offences to driving licences could act as a powerful deterrent. Drivers who repeatedly break the law could see points added to their licence, making it harder for them to continue dumping rubbish illegally.

Environment secretary Emma Reynolds said the government wants to send a clear signal that waste crime will not be tolerated.

“Litter louts who repeatedly break the law will see points added to their licence and risk losing it for good if they continue to offend.

“We are empowering local authorities to deal with fly-tipping, like seizing and crushing vehicles, and are urging them to make use of the whole range of measures available to them.”

Tackling the fly-tipping crisis

Under existing rules, drivers can be disqualified if they accumulate 12 or more penalty points within three years. Meanwhile, convicted fly-tippers can already face large fines, community sentences or even prison.

Councils are also receiving new guidance on how to identify and seize vehicles involved in illegal dumping, as well as how to pursue court cases against vehicle owners.

The plans come alongside a wider push to tackle waste crime and improve local environments. Around £78bn is being made available to council budgets in England this year to help fund key services, including tackling fly-tipping.

How to report fly-tipping

If you spot fly-tipping in your area, you can report it to help authorities investigate and remove the waste.

Report it to your local council

Most councils allow you to report fly-tipping online through their website. You’ll usually need to provide the location and a description of the waste.

Use the government reporting tool

You can report illegal dumping through the official UK government website, which will direct the report to the correct council.

Call the Environment Agency for large-scale dumping

Serious waste crimes or large illegal waste sites can be reported to the Environment Agency’s incident hotline on 0800 80 70 60.

Provide useful details if possible

Authorities say reports are more helpful if you can include:

  • the exact location
  • photos of the waste
  • vehicle registration numbers if a vehicle was involved
  • a description of the people responsible

Keeping rubbish under control in your car can help prevent accidental littering – and could save you from fines or even losing your licence. Here are four tips to keep in mind:

  1. Use a small car bin: A compact bin or reusable rubbish bag in the footwell or door pocket makes it easier to store wrappers, receipts and drink cups until you can dispose of them properly.
  2. Empty rubbish regularly: Get into the habit of clearing out your car whenever you fill up with fuel/charge up or arrive home.
  3. Keep spare bags handy: A few reusable bags or biodegradable liners in the glove box can help you quickly gather loose rubbish.
