The UK road rules that could cost drivers up to £480 without warning

Don’t assume every road charging scheme works the same across the UK. Here’s what you need to know before you set off.

If you’re driving into a city you don’t know well, it’s worth checking the local road charging rules before you travel. While names such as ULEZ, LEZ, CAZ, ZEZ and the Congestion Charge may sound similar, they all operate differently. Getting these mixed up could leave you facing penalties of up to £480.

The differences can catch out even the most experienced drivers. A vehicle that can enter one city without paying may be charged in another, while some schemes allow you to pay a daily fee and others simply issue a penalty if your vehicle isn’t compliant.

To help avoid a costly mistake, here’s what you need to know about the UK’s five most commonly confused driving zones.

1. ULEZ (Ultra Low Emission Zone)

London’s Ultra Low Emission Zone (ULEZ) operates across almost everywhere within the bounds of the M25 motorway, 24 hours a day, every day except Christmas Day.

Drivers of cars, vans, minibuses or motorcycles that don’t meet the required emissions standards must pay £12.50 a day. You can pay the daily charge or check if your vehicle is exempt using our ULEZ checker.

Petrol cars must meet Euro 4 standards (typically registered from January 2006) and diesel cars must meet Euro 6 standards (typically registered from September 2015) to avoid the charge. Fully electric cars are exempt.

Failing to pay this can result in a £180 Penalty Charge Notice (PCN), reduced to £90 if paid within 14 days.

Remember that paying ULEZ does not cover other London road charges.

2. London Congestion Charge

Unlike the ULEZ, which targets car emissions, the Congestion Charge is intended to reduce traffic in central London.

It applies from 7am to 6pm, Monday to Friday, and from 12pm to 6pm on weekends and bank holidays. It’s suspended between Christmas Day and New Year’s Day.

Since January 2026, drivers pay:

  • £18 if paid in advance or on the day of travel
  • £21 if paid by midnight on the third charging day after travelling

Drivers who fail to pay can receive a £180 penalty, reduced to £90 if paid within 14 days.

Even electric cars are required to pay a daily rate to enter the zone. But if you register for Auto Pay, you receive a 25% discount, reducing the daily fee to £13.50.

3. Clean Air Zones (CAZ)

Clean Air Zones operate in cities such as:

  • Birmingham
  • Bath
  • Bradford
  • Bristol
  • Portsmouth
  • Sheffield
  • Newcastle and Gateshead

However, every city has different rules. For example:

  • Birmingham charges £8 for non-compliant cars and £50 for buses and HGVs.
  • Bristol charges £9 for non-compliant cars and £100 for HGVs, buses and coaches.

Some cities charge private cars, while others only charge commercial vehicles, taxis or buses.

Drivers who fail to pay can typically receive a £120 penalty, usually reduced to £60 if paid within 14 days, while the original daily charge may still need to be paid.

4. Oxford’s Zero Emission Zone (ZEZ)

Oxford’s Zero Emission Zone (ZEZ) currently operates as a pilot scheme covering parts of the city centre.

Charges apply from 7am to 7pm, seven days a week, all year round. The daily charge covers unlimited journeys within the zone during the charging period. Vehicles parked within the zone that do not move are not charged.

The daily charge depends on your vehicle:

  • £0 – Zero-emission vehicles such as electric cars
  • £2 – Ultra-low emission vehicles that emit less than 75g/km CO2
  • £4 – Low-emission vehicles (LEV) with four or more wheels that meet the Euro 4/IV petrol or Euro 6/VI diesel standard
  • £10 – Higher-emission vehicles that don’t meet any of the above standards

Drivers who fail to pay the daily charge may receive a £60 PCN, which is reduced to £30 if paid within 14 days.

5. Scottish Low Emission Zones (LEZ)

Scotland’s Low Emission Zones (LEZ) operated 24 hours a day, seven days a week in Aberdeen, Dundee, Edinburgh, and Glasgow.

Unlike many English clean air zones, you cannot pay a daily charge to drive your non-compliant vehicle in these areas. Instead, vehicles are monitored using Automatic Number Plate Recognition (ANPR) cameras, and any non-compliant vehicle entering an LEZ is issued a PCN.

LEZ compliance generally requires Euro 4 or better for petrol vehicles and Euro 6 or better for diesel vehicles.

Penalties start at £60, reduced to £30 if paid within 14 days. If the same vehicle enters the same LEZ again within 90 days, the penalty doubles with each subsequent offence, up to a maximum of £480 for cars and light vans and £960 for buses, coaches, and HGVs.

  • Check whether the scheme applies to your type of vehicle.

  • Confirm the zone’s operating hours, as they vary between locations.
  • Check whether more than one charge applies to your journey.
  • Only pay through official government, council or Transport for London websites.
  • Consider using your sat-nav’s ‘avoid tolls’ feature to skirt the zones.
