The Zero Emission Vehicle (ZEV) mandate is a UK government policy that requires car manufacturers to sell a rising proportion of electric cars each year. The aim is to speed up the shift away from petrol and diesel cars and towards cleaner, zero-emission transport.

How the ZEV mandate works

Under the current rules, manufacturers must ensure a set percentage of their UK car sales are electric or zero-emission vehicles. This is currently around a third of sales and increases every year, reaching a target of 80% by 2030.

If carmakers fail to meet these targets, they face financial penalties of £12,000 per car sold outside the required EV share. To avoid these fines, manufacturers can also buy “credits” from other companies that are meeting or exceeding their targets.

Why it’s under pressure

While the policy is designed to drive EV adoption, industry leaders such as Mike Hawes, chief executive of the Society of Motor Manufacturers and Traders (SMMT), say consumer demand is not keeping up with government expectations.

Carmakers argue that even with a growing range of electric models – many in smaller, more affordable classes – buyers are still not switching fast enough. As a result, manufacturers have been relying heavily on discounts to boost EV sales, a strategy industry figures say is costing them billions and squeezing profits.

Hawes said: “For all the new products now available… the gap between uptake and ambition is still having to be bridged by unsustainable manufacturer discounting.”

What changes could be coming

Due to this gap between targets and demand, the government is now considering softening the rules. The Guardian reports the 2030 target may be reduced from 80% to around 50%.

Despite this potential change, the broader plan remains in place: the UK still intends to ban the sale of new petrol and diesel cars from 2030, with the softened EV target being compensated for with zero emission-capable hybrids.

What it means for you

For everyday motorists, the ZEV mandate doesn’t mean you’ll be forced to switch to an electric car overnight. You can still buy petrol and diesel cars for now, and used cars are unaffected.

However, it will gradually change what you see when you start shopping for your next car.

As manufacturers are pushed to sell more electric cars, EVs will make up a larger share of new cars in showrooms each year. This shift is already underway, and it will become more noticeable as the decade progresses.

For drivers, this could mean more choice in the electric car market. As manufacturers compete to meet their targets, more models are expected to appear across a wider range of price points – not just premium or high-end EVs, but smaller and more affordable options too.

Pricing may also be affected. To encourage drivers to switch, manufacturers have already been offering heavy discounts and incentives on electric cars. That trend could continue, particularly as brands try to hit sales targets and avoid penalties. For buyers, that could mean better-than-expected deals on EVs, at least in the short term.

At the same time, petrol and diesel cars will gradually become less common in new car showrooms. They won’t disappear immediately, but the balance will shift as manufacturers prioritise electric models to meet government targets.
